The project is part of a wider programme that seeks to improve the resilience of the existing road through Punaruku, providing a more reliable connection from Whangārei to Russell and, in particular, to Whangaruru School.
This project is the first stage of the programme and looks to improve a section of road in Punaruku that goes underwater occasionally as a result of flooding. This should minimise disruption to daily life, i.e. the local community’s ability to attend kura or work, access amenities and emergency services.
The project will mitigate the effects of the flooding on the road by replacing the existing culvert at approximately 2877 Russell Road with a larger culvert with fish passage, and by increasing the road height.

We are currently seeking consent but are aiming to carry out construction before the end of the 2026 calendar year. However, we must consider the Russell Road slip-remediation works and ensure they are completed before we commence this project to prevent issues of severance.
