Bike and Scooter Parking Fund

This fund supports capital works projects that encourage biking and scooting to / from school or a community destination (e.g. playground, sportsground, community hall). 

Supported projects include:

  • bike or scooter parking
  • storage lockers for biking or scooting gear
  • bike / scooter repair tool stands.

Activations and events are not eligible for this fund. 

Successful projects will encourage active travel to and from a destination, reducing road congestion and freeing up parking spaces for those that need to travel by car.

Amount: You can apply for up to $5,000 for scooter and cycle parking projects, including equipment purchases and installation costs.

Eligibility criteria

  • The fund is open to:
    • community groups
    • iwi / Māori organisations
    • educational institutions
    • other community-based organisations operating in or benefiting Whangārei.
  • The supported project must be within Whangārei District boundaries.
  • Eligible school types include state, state-integrated, teen parent unit and special schools. Some private schools may also be eligible for the fund. Whangarei District Council may provide discretion on a case-by-case basis. 
  • Community groups must:  
    • have a constitution or trust deed  
    • have a bank account in the group’s name  
    • have held an AGM with elections recently in line with its rules  
    • exist for not-for-profit purposes  
    • be located within and provide benefit to the Whangārei District.
  • The school or community group agrees to work with Council officers to determine the effectiveness of the capital project over at least a year.  
  • The school or community group must take ownership of the project. Whangarei District Council can provide project support and advice to successful applicants.
  • Successful school applicants must agree to participate in Walk or Wheel to School Week (week 2 of Term 4) and to undergo a preliminary school travel planning assessment with the road safety team.

Applications we won’t support

This fund is strictly for cycle and scooter parking facilities, storage lockers for cycle or scooter gear, and cycle repair tool stands.

Activations and events related to cycling, scooting or walking are not eligible for this fund. Such projects may be eligible to apply to the Whangārei Communities Fund.

Supporting documents required

You will need to provide the following with your application:

  • proof of bank account (showing name and number)
  • quotes or other evidence of expenses for both equipment and installation
  • project plan including parking / locker / repair stand location, project timeline and expected outcomes.

You should consult the NZTA cycle parking planning and design guidance when planning your project.

Cycle or scooter parking should be fit for purpose and adequate for your school or community needs.

The road safety team can provide a list of recommended cycle and scooter racks in line with NZTA guidelines based on your parking needs and available space.

  • viability of your idea
  • quality of your plan and budget
  • potential impact and benefits of your project for the participants and the community
  • equitable share of the funding amongst the four Funding Priorities, our diverse communities, and across the District.
