Celebrating local legends: Civic Honours 2025

Each year, we recognise up to four exceptional residents with the District's highest accolade for community service – the Civic Honour.
Recipients are nominated by community members who have witnessed their achievements, understood the sacrifices made, and seen them go over and above to serve their communities, often over decades and in multiple fields.
The 2025 Civic Honours Award recipients, Portland stalwart Harry Carter, exercise guru Bett Harvey, Kamo High School teacher Alan Bayly and Bream Bay businessman Darrell Trigg, have embodied this spirit.
Through tireless volunteer work, leadership in local initiatives, and quiet acts of kindness, each has contributed in ways that are unique to them and their communities.
Profiles:
- Down-to-earth, calm, wise and diplomatic, Harry Carter has dedicated his life to service through his long-standing career at Golden Bay Cement, serving on the Portland School Board of Trusties and Portland Ratepayers and Residents Association.
- For 50 years, Bett Harvey has been running fitness classes that help people stay active into advanced age. Her Sitfit classes at Onerahi, the Regent and The Falls Estate Lifestyle Village are more than exercise, they are also a social lifeline to many participants.
- Alan Bayly, Te Kamo High School teacher, dean, mentor, friend and supporter of the underdog, has inspired business startups, led countless events both within the school and wider community, spanning surfing, touch rugby, rugby, surf lifesaving and more.
- Darrell Trigg, businessman, volunteer, supporter of schools, sports clubs, Lions, a fire fighter for and supporter of the New Zealand Fire Service, behind the Bream Bay Sports Awards and Trigg Family Race Day, is much loved by his Bream Bay community.
