Council supports Head Start Proposal for Northland reform

Whangarei District Council has unanimously voted to support the Northland Head Start Outline Proposal, a key milestone in advancing discussions on the future of local government across the region.

The decision approves the proposal for submission to Central Government through the Government's Head Start process ahead of the 9 August deadline, subject to support from Far North District Council when it considers the proposal on 4 August.

The outline proposal sets out a staged transition towards a single Northland unitary authority. Under the proposed model, Whangārei and Kaipara district councils would initially combine to form one unitary authority, while Far North District Council would become a standalone unitary authority. A shared regional entity would deliver some regional council functions from the 2028 local elections, before the two unitary authorities transition over time to a single Northland unitary authority.

Mayor Ken Couper described the decision as a significant step.

"It opens the door to real opportunity for our region. There is much still to shape and plenty of detail yet to come, which means there is opportunity for our communities to help shape what this looks like."

"Getting to this point says something about where Northland is heading. It is about a stronger voice for our region, and it is about who is best placed to shape our future.

"This comes down to a balance between local representation on one hand, and regional strength, advocacy and efficiency on the other, and about what is most likely to benefit Northland over the long term," he said.

The final outline proposal has been developed following direction from participating Northland councils and review by the Local Government Reform Elected Member Steering Group. While Kaipara District Council has so far resolved not to support the proposal, the proposal remains eligible under the Government's criteria, which require support from at least two territorial authorities.

Northland Regional Council will consider endorsement of the proposal on 5 August.

The outline proposal is expected to be submitted to Government for consideration by the 9 August deadline. If approved, detailed analysis, design work, and public consultation will take place from October 2026.
