We consulted on our fees and charges for the next financial year (2026-27).

The statement of proposal outlined the proposed fees and charges, compared them against the current fees and charges, and sought feedback.

Summary of changes

Most Council fees were proposed to increase by 2.6% for 2026-27, which is the inflation rate set in the Local Government Cost Index (LGCI) prepared by BERL.

Services with a 2.6% increase

The following fees and charges were proposed to rise by the LGCI average of 2.6%:

  • wastewater (drainage)
  • trade waste
  • bylaw enforcement
  • food premises (plus a new Food Business Levy introduced by the Ministry for Primary Industries)
  • Gambling and Racing Act applications
  • Health Act – registered premises
  • public places bylaws
  • monitoring and land use consent conditions
  • abatement notices
  • professional fees (hourly rates)
  • Resource Management Act (the deposit [lodgement fee] will be kept at existing levels).

Services with increases above 2.6%

Some fees were proposed to increase by more than the LGCI to better reflect the true cost of providing these services:

  • water supply – fees have increased to match actual service costs
  • rubbish fees – fees have been adjusted to reflect the higher waste levy and, where we can, brought into line with Re:Sort’s charges for consistency.

Any person making a submission was sent a written acknowledgement and will have the opportunity to be heard by Council if so requested.

Hearings are currently scheduled for Council Chambers, Te Iwitahi (civic centre), 9 Rust Avenue, Whangārei in mid-April 2026.

Dates and times will be confirmed with those submitters who requested a hearing.

All submissions are considered public under the Local Government Official Information and Meetings Act and may be published and made available to elected members and the public.
