Council appoints QV as new rating valuation services provider

From 1 September 2026, we will transition to Quotable Value (QV) as our provider of rating valuation services, replacing our current provider, Opteon.

As part of its role, QV will maintain Whangārei District's rating valuation roll, ensuring property records are kept up to date following subdivisions, new buildings and other changes that may affect a property's rating valuation.

Manager – Revenue Alison Puchaux says the change will be seamless for property owners.

"For property owners, there will be no change to the way rating valuations are managed, and no action is required as part of this transition."

QV will also undertake the District-wide revaluation scheduled for 2027. These updated valuations will be thoroughly audited by the Office of the Valuer General before being provided to Council to use as an equitable foundation for setting rates from 1 July 2028.

Rating revaluations are carried out across New Zealand approximately every three years to ensure rating values remain fair and consistent across properties. A rating valuation is used for rating purposes and may differ from a property's current market value. It should not be relied on for buying or selling property, insurance or lending purposes.

Property owners who disagree with their rating valuation will continue to have the right to lodge an objection once new valuations have been issued. Information about the objection process will be included with all Notices of Rating Valuation following the completion and certification of the 2027 revaluation.
