Removal of Minimum Carparking Requirements

Overview

To give effect to the National Policy Statement on Urban Development 2020 (NPS-UD) Whangarei District Council is required to remove all objectives, policies, rules, and assessment criteria that have the effect of requiring a minimum number of carparks, to be provided for a particular development, land use, or activity.

This requirement does not apply to accessible car parks.

The National Policy Statement on Urban Development 2020 requires Whangarei District Council to make the necessary changes to the District Plan without using schedule 1 of the Resource Management Act 1991 (RMA).

This means that the relevant provisions of the Appeals Version District Plan have been deleted without going through the usual plan change process including public consultation, submissions and hearings.

These changes came into effect on 16 September 2021.

The District Plan chapters that require change are:

  • How the Plan Works
  • Transport
  • Rural Production Zone
  • Rural Village Zone
  • Rural (Urban Expansion) Zone
  • Local Centre Zone
  • Designations
    • Minister of Education
    • Minister of Corrections
    • Whangarei District Council – Aquatic Recreation and Leisure Centre
