Whangarei District Councillors approved the District's Long Term Council Community Plan (LTCCP) for 2009-2019 on June 24th 2009 following a lengthy development process and a month-long consultation phase in April/May this year. The LTCCP was finalised after a particularly strong engagement by the community in the submissions process where some 1,332 submissions - over a third more than the previous LTCCP in 2006 - were received and many people appeared in front of Council to put their point of view in person. The final LTCCP keeps to Council's commitment, signalled in 2008, that rates increases would be no more than 3% in each year of the LTCCP, and that debt would not exceed $130 million - while placing a major emphasis on infrastructure, particularly transportation and wastewater.
The 2009-2019 LTCCP is available below as a single document as well as being split into seven parts for easier downloading. You will also be able to get a copy of the 2009-2019 LTCCP from any Whangarei District Council Customer Service Centre (Forum North, Hikurangi or Ruakaka); from the Central Library, mobile library, Kamo or Onerahi branch libraries; or any of the ten community libraries. In conjunction with the draft Annual Plan 2010-2011 Council also consulted on a proposed Amendment to the 2009-2019 LTCCP. This Amendment was necessary as Council proposed to make some changes to its property portfolio and to sell some investment property before the next LTCCP is due for consultation. As these properties are classified as endowment land Council was required to consult with the community prior to considering whether to adopt the amendment. The amendment, which should be read in conjunction with the 2009-2019 LTCCP, was adopted on 23 June 2010 and can be viewed below. Copies of the Amendment are available in the same manner as those described above for the LTCCP.
Matters relating to the Whangarei District Council's adopted amendment to the LTCCP subsequent to this report
This report dated 24 June 2009 relates to the Long Term Council Community Plan (the LTCCP) for the 10 years commencing 1 July 2009, approved by Whangarei District Council (the District Council) on 24 June 2009. Subsequent to this, the District Council adopted on 23 June 2010 an amendment to its LTCCP for the 10 years commencing 1 July 2009 to dispose of certain endowment land. The District Council has not prepared an amended LTCCP that incorporates the amendment adopted on 23 June 2010. Consequently, to form a view of the LTCCP of the District Council, the content of the LTCCP to which this report relates should be considered in conjunction with District Council's adopted amendment. There is no legislative requirement for us to report on the adopted amendment and we have not done so.

This report relates to the LTCCP of Whangarei District Council for the ten years commencing 1 July 2009 which was approved by District Council on 24 June 2009 included on the District Council's web-site. The District Council's management is responsible for the maintenance and integrity of the District Council's web site. We have not been engaged to report on the integrity of the District Council's web site. We accept no responsibility for any changes that may have occurred to the LTCCP since it was initially presented on the web site.
