What is the LTCCP?

LTCCP stands for 'Long-Term Council Community Plan'. The LTCCP is the key strategic planning document for local authorities (Councils) in New Zealand. The LTCCP describes how a Council will fulfil its responsibilities under the Local Government Act 2002, under the Local Government Act 2002, what Council does and sets out a plan for decision-making and co-ordination of Council's resources. It provides a long-term focus for the decisions and activities of Council.

The LTCCP:

  • is produced every 3 years (An Annual Plan is produced in years 2 & 3 of the cycle)
  • details all of the Council's activities, and how these activities contribute to Community Outcomes
  • describes the Council's budget, explaining what the Council plans to spend over the next ten years
  • Shows how Council plans to manage its assets over the ten year period based on each activities' Asset or Activity Management Plan

Councils consult widely with their community when developing the LTCCP. It is the main opportunity for local people to have their say in local decision-making. The plan is given direction by what the community thinks is important, as described by the Community Outcomes. Once adopted, the LTCCP can be changed only after appropriate consultation with the community.

What are the Community Outcomes?

The purpose of Community Outcomes is to provide opportunities for communities to discuss their desired outcomes in terms of the present and future social, economic, environmental, and cultural well-being of the community.

What are Asset and Activity Management Plans (AMPs)?

Asset Management Plans (for Activities of Council which have high value assets) and Activity Management Plans (for the remaining activities of Council) are very detailed documents which underpin the information provided in the LTCCP about the significant activities of Council. Asset Management Plans track the extent, value, performance and condition of assets. They forecast changes to the District, the resulting asset requirement and the costs associated with any changes. Asset and Activity Management Plans (AMPs) show how each activity links to relevant legislation and national, regional and local strategies. They also provide the background and analysis which supports Council's decisionmaking on each activities' Level of Service. The AMPs were updated prior to the preparation of the 2009 LTCCP.
