Exercise areas
Our dog policy recognises that the majority of dog owners in Whangarei district are responsible and that most interaction between dogs and the public is positive.
In wishing to uphold the rights of everyone to enjoy beaches and open spaces, Council asks dog owners to consider others. For example, a dog bounding towards a small child can be a frightening experience for the child. Therefore in all circumstances please take care that your dog is under effective control.

Dog Management Policy
Where are dogs allowed?
- Bream Bay - Riverside Reserve
- Central Whangarei - Mander Park, Waiarohia Park, Mair Park
- Hikurangi - Recreation Domain and Lake Waro area entrance off King Street
- Kamo - Hodges Park, Station Road Reserve and Te Paka Reserve
- Mairtown/Otangarei - Nixon Street Park, Otangarei Number 1 and 2 grounds and the William Jones Reserve (excluding marked sportsfields)
- Maunu - Barge Showgrounds, Puriri Park Reserve
- Morningside - Anzac Park
- Onerahi - Pah Road Reserve, Raurimu Avenue Park, Ross Street Park and Nottingham Road Reserve
- One Tree Point - Shearwater Recreation Ground
- Ruakaka - Tiki Place Reserve
- Raumanga - Tauroa Reserve, Tarewa Park, Raumanga Valley Road Scenic Reserve, Otaika Reserve
- Riverside/Parahaki - Panorama Drive Reserve, William Fraser Memorial Park
- Tikipunga - Beazley Park, Tikipunga Sportspark (excluding marked sportsfields).
Dog exercise park
The dog exercise area is now temporarily closed until the end of 2012 to prevent accidents or health and safety risks associated with construction of the new harbour crossing.
The park has been temporarily relocated to the Town Basin end of William Fraser Memorial Park on Pohe Island, easily accessible from the entrance nearest the skate park.

Off leash areas
Dogs are allowed off the leash on any of the Whangarei district beaches, except between the 19 December and 28 February between the hours of 8.00 a.m. and 5.00 p.m.
On leash areas
Leashed dogs are welcome in most of the urban area and on city streets. Dog owners are welcome to walk through parts of the city with their dogs on a leash; however, you cannot take your dogs into the central business district.
Prohibited areas
Access for dogs has been restricted in areas where there is a probable conflict with public safety, health and hygiene.
Dogs are not allowed at any time on or in the following:
- marked sportsfields
- the Whangarei Aquatic Centre complex
- all schools (as approved by the board of trustees)
- all kindergartens and child care centres (as approved by the board of trustees)
- public libraries
- cemeteries (except with written permission from the cemetery manager)
- all children’s play areas
- all council buildings.
Dogs are not allowed in the following areas:
Kamo
Western side of Kamo Road from Lillian Street to Clark Road.
Kensington
Western side of Kamo Road from Kensington Avenue to Wrack Street.
Okara Park
All of Okara Park.
Otaika
Otaika Shopping Centre
Parks and reserves
Bush reserves including but not limited to:
- Matakohe-Limestone Island
- AH Reed Park and Walkway to and including Whangarei Falls Scenic Reserve area
- Western Hills
- Mt Aubrey
- Parahaki Reserve, (between the Hatea and the Parahaki Memorial.
Wetlands
Kioreroa Road wetlands situated on the western side of Kioreroa Road.
Whangarei airport
No dogs on any part of the Whangarei airport grounds or buildings.
Wildlife refuges
Dogs are not permitted on any land administered directly by the Department of Conservation under the Conservation Act 1987, unless the owner is in possession of a written permit issued by the Department.
